Clean Air Mercury Rule Market Update
US EPA has posted a Clean Air Mercury Rule (CAMR) update. The CAMR assigned each state and two tribes an emissions budget for mercury. Approximately twenty-one states and two tribes are considering adopting CAMR as is by utilizing the full budget set by US EPA. Approximately eight states are considering using tighter budgets than set by US EPA, or have placed other restrictions on mercury emissions while still choosing to participate in the national trading market.
Based on the analysis in the paper, US EPA expects a viable mercury allowance market and efficiency gains under CAMR—even though the mercury allowance market is smaller due to certain states choosing not to participate.
